Abstract:
The manual was produced to provide disabilities advocates, transportation professionals, and policymakers worldwide with system parameters for ensuring access to transportation for all. The guide emphasizes the benefits that system infrastructure improvements have for all users, not just the elderly or people with disabilities. It also covers the scope of accessible systems, which extends beyond just vehicles to encompass pedestrian paths, signage, transit facility design, parking, etc. Guide topics include: streets and pathways, access to parking spaces, access to bus stops, design of shelters and waiting areas, and access to vehicles. Beyond just vehicle design and equipment, passenger assistance services like travel training programs are essential to ensuring that new riders are comfortable and confident in using transit. Driver training is also essential to ensure the competency of drivers in providing assistance. In addition to fixed-route bus and train service, the guide describes accessory systems such as paratransit, use of small vans or taxis, and access to other modes of travel. It provides key elements to consider when developing door-to-door service systems of this nature, to include developing policies for determining passenger eligibility, trip reservation policies, route design, and performance evaluation. The guide concludes with a list of resources worldwide.
