Abstract:
Technology innovations like smartphone applications and GPS locational data are making transportation services like carsharing, bikesharing, and ridesourcing a feasible transportation option. These transportation options are improving mobility and encouraging reducing personal vehicle travel. However, these types of transportation services have raised many policy issues. Policy makers face the challenge of encouraging mobility innovations while also achieving greater public policy consistency among these services. This report provides guidance to policy makers and regulators and addresses issues associated with shared mobility services. This report is divided into nine chapters: (1) introduction; (2) technology trends and context; (3) taxis, regulation, and the rise of transportation network companies; (4) economic framework for regulation of shared mobility services; (5) labor and employment issues; (6) personal security and public safety; (7) insurance; (8) equity and access; and (9) conclusions and recommendations.
